McFarland-Johnson has appointed David P. Smith as regional director for New York, strengthening its leadership presence and transportation expertise across the state.
Smith will lead growth of the firm’s transportation practice in Central New York, bringing more than three decades of public-sector experience, including 33 years with the New York State Department of Transportation.
Most recently, Smith served as NYSDOT regional director for Central New York, overseeing a team of more than 500 professionals across six counties. In that role, he led major initiatives including the I-81 project and transportation improvements tied to the Micron Technology development, while managing both annual and multi-year capital programs.
At McFarland-Johnson, Smith will focus on expanding service lines and strengthening client delivery across the region, with an emphasis on transportation planning and infrastructure development.
His appointment aligns with the firm’s broader strategy to grow its presence in Central New York and support increasingly complex infrastructure programs.
