Urban Engineers has appointed William C. Brooks as senior vice president and director of strategic operations, adding nearly four decades of transportation infrastructure leadership to its executive team.

In the role, Brooks will oversee strategic operations across the firm, working with business unit and department leaders to improve organizational efficiency, strengthen internal coordination and support long-term growth initiatives.

Brooks most recently served as senior vice president of capital delivery at NJ TRANSIT, where he led a multifunctional team responsible for delivering the agency’s $9 billion, five-year capital program. His background also includes serving as director of engineering and chief engineer for the Delaware River Port Authority, where he managed capital improvements across bridges, rail, ferry and terminal assets, as well as leadership roles with AECOM and STV.

At Urban Engineers, Brooks will focus on aligning operations with strategic priorities and enhancing service delivery for clients across infrastructure sectors, including aviation, transit and ports.
