HDR Appoints Miloš Vasiljević as Transportation Program Management Director
HDR has promoted Miloš Vasiljević to transportation program management director, placing a longtime leader of complex, multibillion-dollar infrastructure programs at the helm of the firm’s transportation program management practice.
Based in Arizona, Vasiljević will be responsible for setting the strategic direction of HDR’s transportation program management services, supporting clients across all transportation sectors. In the role, he will also work closely with HDR’s company-wide program management leadership to align strategy, service delivery, quality control, and client outcomes across markets.
Vasiljević brings nearly two decades of experience at HDR, with leadership roles on some of the firm’s most significant transportation programs. His portfolio includes the $1.7 billion South Mountain Freeway in Arizona, the $2.5 billion Carolina Crossroads program in South Carolina, and most recently HDR’s role as general engineering consultant on the I-10 Wild Horse Pass Corridor in Arizona, a nearly $1 billion effort encompassing four major projects over 26 miles near Phoenix.
Program management at HDR spans the full lifecycle of major infrastructure initiatives, from early planning and program development through design and construction management. The approach is designed to give clients a single, integrated partner overseeing scope, schedule, budget, risk, and stakeholder coordination across entire programs rather than individual projects.
In his new role, Vasiljević will focus on standardizing best practices, strengthening project controls, and integrating advisory, technical, and field services to help clients improve decision-making and reduce risk across large transportation investments.
“Miloš has demonstrated an exceptional ability to build programs, mentor teams, and serve as a trusted advisor to clients,” said Tom McLaughlin, HDR’s transportation president. “His leadership consistently elevates the programs he’s involved in, both technically and strategically.”
Vasiljević’s appointment reflects HDR’s continued investment in program management as a core capability supporting complex, large-scale transportation infrastructure nationwide.
