J. Emmanuel Maldonado has built a career at the intersection of innovation, planning, and community impact. A Marine Corps veteran, he brings discipline and a big-picture mindset to his work as Project Manager in the Indianapolis Airport Authority’s Planning & Development department, where he oversees projects across six aviation facilities, including Indianapolis International Airport (IND) and five relievers.

Maldonado is a key player in IND’s long-range master planning, shaping the airport’s growth trajectory for the next 20 years and beyond. His work has ranged from the reconstruction of airfield infrastructure at Indianapolis Regional Airport—a $7 million project completed under challenging supply and labor conditions—to modernizing AWOS systems across three relievers, improving pilot situational awareness and data collection. He is also part of the team rehabilitating IND’s southern parallel runway, a project that expands capacity for heavier aircraft like the Boeing 777 and directly strengthens both passenger and cargo operations.

For Maldonado, airports are more than facilities—they are lifelines. “If you ever want to see what our industry does, just go sit at the terminal,” he said. “You will see sweet sorrowful goodbyes and cheerful excitable hellos. It is the best sight to see because it is true human interaction occurring right in front of you.”

With more than a decade in the industry, contributions to Airport Cooperative Research Program panels, and a passion for mentoring, Maldonado continues to help connect communities while preparing the next generation of aviation leaders.
