Sacramento International Airport to Open New Pre-Security Restaurant in Terminal B Operated by Local Owners

Sacramento International Airport will bring a new locally operated restaurant and café to the pre-security area of Terminal B in spring 2026, following approval of a 10-year food and beverage concession agreement with Local Flights LLC. The project marks the first activation of the space since 2020 and reflects SMF’s continued effort to expand dining options before passengers enter the security checkpoint.

Airport officials noted that the reopening became a priority after securing commitments for 18 new post-security dining concepts that will debut between now and mid-2026. With that program underway, attention has shifted to revitalizing the prominent pre-security location, which previously housed Camden and Gateway Bar.

Airport Director Cindy Nichol said travelers consistently ask for more amenities before security screening, and the new concept answers that need while expanding opportunities for Sacramento-based operators. Nearly half of the airport’s concessions program — 47% — is now comprised of small businesses.

The venue will feature a full bar, seated dining, grab-and-go offerings, and a separate coffee shop. The culinary direction will be led by Sacramento chef Adam Pechal, known for approachable local cuisine and past ventures such as Tuli Bistro. Pechal’s menu is expected to include upscale comfort dishes, signature pastas and a range of health-minded small plates tailored to price-conscious and time-sensitive travelers.

Local Flights Brews and Bites is designed to function as a welcoming gathering place for passengers, airport employees and visitors meeting or sending off friends and family.

Local Flights LLC is owned by Sacramento-area operators Edwin Balli and Andrea Ayala, who also own The Rio Pub in Rio Linda. Their team brings strong community roots and hospitality experience to the airport environment, supported by the Sacramento Valley Small Business Development Center, which helped guide them through the proposal and award process. Balli credited SBDC for connecting them to the opportunity and supporting their preparation.

The new venue is part of SMF’s multi-year concessions refresh across both terminals. That effort is introducing more Sacramento-based restaurants, modernized national brands, expanded grab-and-go choices, and redesigned spaces intended to streamline the customer experience. Multiple new concepts have already opened, with additional locations scheduled throughout 2025 and 2026.
