WASHINGTON - A plan to give New York $2 billion in tax breaks to build a rail link to Kennedy Airport faced a new threat Friday when the White House said it may veto a $60 billion tax cut package in a larger fight over $4.3 billion tax hikes for oil companies.

The oil companies measure was pushed by Sen. Charles Schumer, D-N.Y., one of many Democrats who have called on the companies to share some of their huge profits following hurricanes Katrina and Rita.

The disagreement over the oil companies' tax now threatens one of Schumer's key objectives in the bill, the JFK rail link tax swap.

The senator blasted the veto threat as evidence that the White House is "of, by and for the big oil companies."
