Clark Hill Government and Regulatory Affairs Practice Adds Managing Director and Senior Counseleduardo Alfonso Angeles in Los Angeles Office

Clark Hill announced that Eduardo Alfonso Angeles has joined  as a managing director and senior counsel in the firm’s Government and Regulatory Affairs practice in the Los Angeles office.  He is a nationally renowned attorney with 30 years of experience in senior level government positions advising on airport regulation, financing, planning and development.

“Eddie is an outstanding addition to the team and brings a depth of knowledge and strength of reputation in the airport/aviation industry that is unparalleled,” said Kevin Kelly, leader of Clark Hill's government & regulatory affairs practice. “Eddie is the latest addition to Clark Hill’s expanding group of industry leaders in its Government and Regulatory Business Unit, following the addition of Bobby Babcock as Managing Director of Government and Regulatory Affairs in Dallas, and  Anthony Campau as Director of Government Regulation in Washington, D.C. and Detroit, further expanding the group’s government relations and public policy capabilities.”

Prior to joining Clark Hill, Angeles served as general counsel and senior assistant city attorney at the Los Angeles World Airports (LAWA) which oversees LAX and Van Nuys Airports, and was an executive member of the legal team responsible for LAX's Landside Access Modernization Program (LAMP), one of the largest Public Private Partnership (P3) infrastructure construction projects in the United States. Angeles was also primary counsel for various high profile LAX development projects.

Angeles served as a Presidential Appointee in the Obama Administration as the Federal Aviation Administration’s Associate Administrator for Airports. He oversaw a $3.5 billion annual federal airport grants program and passenger facility charge collections totaling $2 billion. He also managed programs for the national airport planning and development including safety standards, design and engineering, certification, environmental processing, and financing.

He also served in various positions in the Office of the City Attorney in both Los Angeles and San Francisco, including as in-house counsel at SFO, General Counsel of the Fire Department and Police Department, and eventually as the Chief Attorney for Public Protection for the City and County of San Francisco.

Angeles earned his law degree from the University of California, Hastings College of the Law and his undergraduate degree from the University of California at Santa Barbara. 

He is a member of various organizations including the Governing Board of Trustees of the University of California Hastings College of the Law Alumni Association, and has served as an Adjunct Faculty Member at Loyola Law School and the California State University in Los Angeles, and as a Panel Member on the Transportation Research Board.
