2019 Airport Business Top 40 Under 40: James L. Hanney, CPPO, CPPB, CPSM

When James Hanney was 4 years old, his family moved from England to Florida. Having family fly in to visit while he was growing up piqued his interest in airports and how the aviation system works.

This interest eventually led Hanney to Tampa International Airport (TPA), where he gets to grow his community. 

“We view ourselves as a big economic driver for the Tampa Bay region,” he said. “Especially because I work on the capital improvement side of procurement and projects, just the impact that does for our community is something I take a lot of pride in.”

Hanney is a senior manager of procurement for TPA, where he focuses on capital improvement and master plan projects.

Over the last six years Hanney has been responsible for the procurement of various design-build, design professional, continuing consultant and construction contracts, to include facilitating competitive solicitation processes for a new automated people mover system; an on-airport vehicle rental concession; curbside expansion, parkway expansion and a new central utility plant.

“Anything I can do to contribute to the aviation industry for procurement is something that I value a lot,” he said

He has also been instrumental with executing the successful implementation of the job order contracting and owner direct purchasing programs. Hanney also facilitated the procurement process for nine artwork commissions that resulted from more than 753 artist applications.

The successful art program was recognized by Forbes Magazine in February as being “…one of the most ambitious airport public art programs in the United States”

Hanney is also an executive board member for the Tampa Bay Area Chapter of National Institute of Governmental Procurement.
