Ellmore is an airport systems consultant with more than fifteen years of experience in data, telecommunications infrastructure, and special systems design and implementation. He has specific experience in information technology planning as well as design and implementation of Premises Distribution Systems, RF and Optical Wireless, Airport Integrated Systems (CUPPS, CUSS, MUFIDS, PMS, LAN, VoIP), Network and Cable Management Systems, Parking Access Revenue Control Systems, Internet Protocol Television Systems, Access Control Systems, and Audio/Visual Paging Systems. Ellmore has acted as a consultant for systems projects at 30+ airports worldwide.

Ellmore is currently playing a key role on a team providing Technical Advisory Services to the Hellenic Republic in relation to the privatization of 37 regional airports of Greece as part of a technical consortium with Lufthansa Consulting and Doxiadis Associates. The project includes analysis of the current state of regional airports’ infrastructure, special systems, capacity analysis, systems life-cycles, capital expenditure requirements, replacement and operational costs, data gathering with the Hellenic Civil Aviation, and development of a national Airports Master Plan, Airports Portfolios, and a National Airport Policy Report.

Ellmore also played a key role as design manager at the recently completed Norman Y. Mineta San Jose International Airport, which was the largest design-build airport project in the United States at the time of construction. The project included the construction of a new twelve gate Terminal B, ConRAC, and the renovation of the existing Terminals A and C. At its completion it was deemed the most technically advanced airport in the U.S. It was also the first fully implemented shared-use environment in the nation allowing any airline to use any airport gate. 

Ellmore is an active member of the American Association of Airport Executives (AAAE), Airports Council International (ACI), and Airport Consultants Council (ACC), and sits on the ACC Information Technology & Systems Committee.
