Aug. 18--A federal assistance grant could pave the way for the rehabilitation of a runway at Davis Field Airport.

Airport Manager Garry Lynn said the 4/22 runway, also referred to as the crosswind runway, at Davis Field is in need of repair.

"The elements take their toll," Lynn said. "It has some bumps in it and some cracks."

In 2008, runway safety area rehabilitation was made on the portion of the runway that was not covered with asphalt. At that time it was considered a safety issue by the Federal Aviation Administration. Lynn said the construction is required once again.

"It will take two inches of asphalt overlay to bring it up to par and good standards," Lynn said.

Kimbra Scott, communications and public affairs manager for the Muskogee City-County Port Authority and city of Muskogee, said finding money through grants is one way the airport can remain successful during trying economic times.

"Davis Field Airport is an integral part of Muskogee's economic community, therefore it is imperative they continue to work to find ways to continue this tradition," Scott said.

The airport is an important part of the transportation system that helps boost the area's economic development.

"Muskogee is the fourth-largest manufacturing community in the state and boasts one of the most dynamic transportation systems in the region," Scott said. "Davis Field Airport is an essential part of this system."

Federal assistance would help fund the design phase of the runway 4/22 project, for which construction would begin in 2016.

"What we are asking for is a grant from the Federal Aviation Administration for $43,425," Lynn said. "They don't pay for all of it, but they pay a huge amount."

The design phase in 2015 is projected to cost $48,250. The FAA would pay 90 percent of it, and the airport would pay the remaining 10 percent, $4,825. Lynn said the construction phase scheduled in 2016 would be a $800,000 project.

At that time the airport will ask for approval to apply for more federal assistance. Lynn said roughly $400,000 will come in nonprimary entitlement money. About $40,000 will come out-of-pocket from airport funds to complete the project.

"The state has indicated that they will provide $360,000 for the project," Lynn said. "We are extremely grateful to the federal aviation and state for their help and their support."

Lynn said the upgrades would not be possible without the FAA and state aviation officials.

"It would be over our capability to keep the airport in tip-top shape," Lynn said.
