Timothy Miller, PE, has found his passion lies in the adventure that comes with both traveling to diverse locations to serve aviation clients and the rush of pushing the technological envelope to move the industry forward.

After earning a Bachelor of Science in Civil and Environmental Engineering at the University of Wisconsin-Madison, he spent over a year in Rwanda teaching and conducting engineering assessments of road, energy, and water projects. He learned first-hand that civil engineering and innovation can change lives.

Today, working for Kimley-Horn in northern California, he specializes in transportation asset management and pavement engineering.

“Pavement is something many of us take for granted, but its functional and operable condition is absolutely essential to every airplane at every airport. Whether the pavement is asphalt or concrete, there are a lot of design considerations that must be accounted for. We are now focused on not only building durable pavements that last a long time, but also designing them to be resilient in the face of climate change and using sustainable materials that have lower environmental impacts,” he said.

Using his background in construction materials, Miller provides recommendations to airports of all sizes. The recommendations are crucial to receive funding for infrastructure sustainment and improvement.

For the Transportation Research Board’s Committee on Pavement Condition Evaluation and Subcommittee on Innovations in Pavement Condition Evaluation, he serves in leadership positions.

In these roles, he brings a key eye for innovation in pavement data collection and analysis and had the foresight to identify how road and highway high-speed data collection methods might benefit airports.
