HNTB Awarded Contract for Study of MWAA’s Western Lands Area

May 5, 2016

HNTB Corp. was selected by the Metropolitan Washington Airports Authority, Dulles, Va., to provide land entitlement services for commercial development of Western Lands, 425 acres located at the western boundary of Washington Dulles International Airport along Route 606 in Loudoun County, Va.  HNTB will work with the authority’s real estate department staff to complete a general development plan, series of pre-development decisions and approvals, and environmental assessment as a pre-requisite to project design and construction.

HNTB will have primary responsibility for MWAA’s General Plan and Environmental Assessment overseeing a team of partners that includes christopher consultants, Economic Development Research Group, EAC/A, Coastal Resources and KB Environmental Sciences.

According to Kim Hughes, PE, HNTB’s project manager, the consultant team brings a multi-decades history of creating strategic land development master plans and general planning strategies for major public and private investment across Loudoun County, the National Capital Region, the Commonwealth, and the United States. HNTB specifically has completed eight environmental assessments for aviation projects at large/medium hub airports around the country and three general plans with concurrent programmatic environmental assessments in Virginia during the last five years, making HNTB and its team well positioned to support the Authority with this project.

“Loudoun County and the Dulles Business Corridor, anchored by Washington Dulles International Airport, are experiencing rapid growth with significant opportunities for development,” said Jerome L. Davis, the Airports Authority’s Executive Vice President and Chief Revenue Officer. “The Airports Authority’s real estate team is eager to embark on a flexible general plan and a programmatic environmental assessment to provide us with a vision, strategy and latitude to respond rapidly to varied development proposals.”

Developers have a timely opportunity to learn more at a May 11 conference called Dulles Matters II at Dulles International Airport. The event is a follow-up to a seminar last year that   focused on business issues affecting the airport and its role as a key driver of jobs and economic growth in the National Capital Region. The Authority’s efforts to develop real estate projects in and around the airport, aimed at helping to generate new revenue and spark additional economic activity, were highlighted at that session and will be a major focus this year’s Dulles Matters event as well. Airports Authority Real Estate Manager James Poff emphasized that developers and others interested in Dulles-area real estate are welcome to attend.  For information visit: www.committeefordulles.org/events/special-events/.

“This is an exciting time to be a part of the Metropolitan Washington Airports Authority’s significant growth plans for Western Lands. We look forward to collaborating with the Authority to further develop the region,” said Hughes.
