EASA Proposes To Extend Oversight Into Ground Handling, Other Areas

'Vision 2020' lays the foundation for EASA to extend its scope into airport ground handling, remotely piloted aircraft systems, such as drones and security.

The European Aviation Safety Agency (EASA) has submitted a formal “opinion,” proposing that individual countries should be able to delegate some of their oversight responsibilities.

“Among others, EASA proposes that when national authorities have a lack of resources or expertise, they should be able to delegate some of their oversight functions to other authorities or to EASA, in order to make sure that no safety risks are overlooked. The agency also proposes that, on a voluntary basis, Member States can decide that their State aircraft (excluding military) can be covered by EASA,” the Cologne-based agency said.

Submission of “Vision 2020” follows a consultation that was launched in September 2014. It also lays the foundation for EASA to extend its scope into new remits, such as airport ground handling, remotely piloted aircraft systems (RPAS, or drones) and security. EASA said this would give it comprehensive coverage of all civil aviation safety areas.
