April 17--The Transportation Security Administration will temporarily stop some services for the Transportation Worker Identification Credential, according to the agency's website.

"TSA is upgrading its technology to improve reliability, expand capabilities and more effectively support TSA's mission," says a message on the site.

A TSA official said Wednesday that the suspension was planned before a shooting last month at Norfolk Naval Station and isn't related.

Card transfers, replacements and renewals will halt Tuesday. Pickups and activations will stop April 26.

The services will resume May 5, and enrollment sites will remain open, the website says.

The TSA issues TWIC cards to workers who must regularly access secure port areas, such as longshoremen and truck drivers. To get one, they must pass background screenings.

Jeffrey Savage, a 35-year-old truck driver, entered Norfolk Naval Station on March 24 with a TWIC card, Navy officials have said. A short time later, he disarmed a sailor on the deck of the moored destroyer Mahan and used the gun to shoot and kill another sailor, Petty Officer 2nd Class Mark Mayo. Savage was shot and killed.
