Shuster Announces Aviation Subcommittee Staff Directors

The House Transportation and Infrastructure Committee issued the following news release: Committee on Transportation and Infrastructure Chairman Bill Shuster (R-PA) today announced subcommittee staff directors for the 113th Congress. "This is a knowledgeable, professional team of staff leaders, with decades of collective experience," Shuster said. "Their expertise and guidance will be invaluable as the Committee works to make America more competitive, efficient and prosperous." Shuster announced the following subcommittee staff director appointments:

Committee on Transportation and Infrastructure Chairman Bill Shuster (R-PA) today announced subcommittee staff directors for the 113th Congress.

Shuster announced the following subcommittee staff director appointments:

Subcommittee on Aviation

Holly Woodruff Lyons has been appointed Subcommittee on Aviation Staff Director. Woodruff Lyons has been a member of the Subcommittee staff since 2002, and the top Republican Aviation staffer since 2007. She has worked on multiple Federal Aviation Administration reauthorizations, and most recently was the lead House negotiator on the FAA Modernization and Reform Act of 2012 and the European Union Emissions Trading Scheme Prohibition Act. Prior to coming to Capitol Hill, Woodruff Lyons was an attorney at the Federal Aviation Administration and worked in private legal practice.

Subcommittee on Coast Guard and Maritime Transportation

John Rayfield will continue to serve as Staff Director for the Subcommittee on Coast Guard and Maritime Transportation. Rayfield is a Capitol Hill veteran with 32 years of experience, including the previous 10 as the Subcommittee's Republican Staff Director. He was the staff lead on the recently enacted Coast Guard and Maritime Transportation Act of 2012, as well as previous Coast Guard authorizations. Before joining the Committee staff, Rayfield worked for the Resources Committee and the Merchant Marine and Fisheries Committee, as well as for two Members of Congress from Virginia.

Subcommittee on Economic Development, Public Buildings and Emergency Management

Dan Mathews has been appointed Subcommittee on Economic Development, Public Buildings and Emergency Management Staff Director. Mathews first joined the Subcommittee staff in 2003, and has worked on various initiatives to reform the Federal Emergency Management Agency (FEMA), strengthen General Services Administration (GSA) management of federal assets, and reauthorize economic development programs. He also served as Senior Staff on the Select Committee to Investigate the Preparation for and Response to Hurricane Katrina. Prior to joining the Subcommittee, Mathews was a senior staff member of the Rules Committee, the Assistant Deputy Commissioner for the Texas Department of Health, and Legislative Director of a former Chairman of the Subcommittee.

Subcommittee on Highways and Transit

Jim Tymon, as previously announced, will serve as Staff Director for the Subcommittee on Highways and Transit, in addition to serving as Senior Advisor to the Chairman. He is a ten-year veteran of the Committee, which he joined in 2002 after working at the Office of Management and Budget.

Tymon was the lead staff negotiator for the House during the Conference with the Senate for MAP 21. He also negotiated the previous surface transportation bill (SAFETEA LU) and the last two pipeline safety bills.

Subcommittee on Railroads, Pipelines and Hazardous Materials

Mike Friedberg has been appointed Subcommittee on Railroads, Pipelines and Hazardous Materials Staff Director. Friedberg will move over from the House Appropriations Committee where he is a professional staff member on the Transportation, Housing and Urban Development Subcommittee. Previously, he worked at the Office of Management and Budget and practiced law in Charlotte North Carolina.

Subcommittee on Water Resources and Environment

John Anderson will continue as Staff Director of the Subcommittee on Water Resources and Environment. Anderson has been a member of the Subcommittee staff since 1999, including seven years as Staff Director for Republicans.

Anderson also has 26 years of service working in the Army Corps of Engineers civil works program. With his combined experience with the Corps of Engineers and Congress, Anderson has played a role in drafting each Water Resources Development Act since 1990. He has also worked to develop various measures ensuring reasoned federal environmental regulations.
