Sheremetyevo takes part in pilot project to introduce IATA's e-Freight standard in Russia

26 March 2012 Sheremetyevo International Airport takes part in a pilot project to introduce the international e-document communication standard for Russian airfreight operations (e-Freight). JSC Sheremetyevo International Airport (SIA) made an agreement to that effect with the Innovation Center of Civil Aviation Center (CA Center), which is supervising the project. E-Freight, developed and recommended by the International Air Transport Association (IATA) and supervised by the Ministry of Transportation of the Russian Federation, will be tested on a number of transit and transfer cargo flights made through Sheremetyevo airport. The corresponding freight monitoring procedures, including interactions with federal executive bodies, will be conducted on a paperless basis.

(e-Freight). JSC Sheremetyevo International Airport (SIA) made an agreement to that effect with the Innovation Center of Civil Aviation Center (CA Center), which is supervising the project.

E-Freight, developed and recommended by the International Air Transport Association (IATA) and supervised by the Ministry of Transportation of the Russian Federation, will be tested on a number of transit and transfer cargo flights made through Sheremetyevo airport. The corresponding freight monitoring procedures, including interactions with federal executive bodies, will be conducted on a paperless basis.

As part of the aforementioned project, the Innovation Center of Civil Aviation promotes comprehensive cooperation between airfreight market participants and representatives of Russian federal executive bodies, particularly works out the relevant amendments to be introduced in the regulatory legal acts, governing Russian air freight operations. The CA Center will work out performance requirements regarding information exchange and supervise all essential compliance procedures. For its part, Sheremetyevo airport will provide basic infrastructure and organizational support for test flights and the corresponding e-communication. Test flights conducted in accordance with the e-Freight standard are scheduled for May 2012.

Rano Dzhuraeva, the President of the Innovation Center of Civil Aviation, notes, "The introduction of the e-Freight standard is vitally important for the development of the Russian transportation system and its subsequent integration into the air-freight operations market. By 2014, all of the countries engaged in airfreight operations must implement the e-Freight standard. If Russia fails to do the same, it will find itself outside the world market and fail to realize its transportation potential. This project is very important for us, as Sheremetyevo is considered Russia’s main ‘air gateway,’ the major checkpoint of the country’s international air cargo infrastructure. The majority of Russian freight traffic goes through the Moscow Air Transportation Cluster, with more than 50% passing through Sheremetyevo airport. The airport hosts our key freight carriers, the Aeroflot and AirBridgeCargo airlines. The first flights conducted as part of the e-Freight project go through Sheremetyevo and Tolmachevo (Novosibirsk) airports; Tolmachevo was the first participant in the pilot project, and is prepared to operate according to the international e-Freight standard."

According to Viktor Melekhin, Director of the Sheremetyevo Freight transportation Department,

"E-Freight is a very important step towards increasing the transfer and transit traffic capacity of our airport, which will be followed by further infrastructure development and the construction of new hi-tech storage areas that comply with world standards. E-Freight will contribute to the establishment of a new, efficient freight carriage and handling system, thus turning Sheremetyevo into a major international freight hub."

E-Freight is the international standard of e-document communication for airfreight operations, developed and recommended by the International Air Transport Association (IATA), envisaging paperless internal communication between airfreight operation participants and the representatives of governmental regulatory bodies at air checkpoints en-route.

Along with Sheremetyevo, the project covers the Tolmachevo airport (Novosibirsk), and the Aeroflot and AirBridgeCargo airlines. The state executive authorities are represented by the Federal Customs Service of Russia, the Federal Veterinary and Phytosanitary Monitoring Service, the Russian Border Services Agency, the Federal Transportation Oversight Service, the Russian Federal Tax Service, the Border Service of Russia, and the Ministry of Communications and Mass Media of Russia.

Currently the RF Government committee on Transport and Communications established the Inter-Agency Working Group on e-Freight introduction, comprising representatives of the aforementioned institutions, airlines and airports (pilot project participants), headed by V. Okulov, Deputy Minister of Transport of the Russian Federation.
